This is a nice antique item from WWII-era Italy. It is the top part of a hat/tie pin used by the Fascists. It is a pin of the Italian Red Cross used in Africa during the Italo-Abyssinian War. It is stamped with the Stab.Artistici Fiorentino name and engraved with the motto "Guerra di Civilta e di Liberazione" (War of Civilization and of Liberation). This is the decoration off the pin, and it is in pretty good shape. The actual tack pin part has broken off and the rough spot has been filed/melted down. It is still a nice piece of historic memorabilia, however.
